Senate Appropriations Mark Up FY09 Budget

SENATE APPROPRIATIONS MARK-UP
FY09 BUDGET


Attached is a summary of FY2009-related appropriations actions taken today
by the U.S. Senate Appropriations Subcommittee on Energy and Water
Development.

Highlights related to USTC programs of interest include:

No increase in current year Yucca Mountain project funding ($386.4M), which
represents approximately $110M less than the amount recommended by House
appropriators;

$50M above the current year funding level for the Advanced Fuel Cycle
Initiative (for a total of $229M), which houses the GNEP program.  This is
approximately twice the amount recommended by House appropriators (who also
zeroed-out any possible GNEP funding for the coming fiscal year).

$53M above the current year funding level for non-defense environmental
management (for a total of $266.4M).

$422M above the current year funding level for Defense Environmental Cleanup
(for a total of $5.771B).

A $175M increase in funding for the NNSA's Nuclear Nonproliferation programs
and transfer from Other Defense Activities of $487M for the MOX program to
the Nuclear Nonproliferation "Account".

$163M for the Nuclear Regulatory Commission.

As discussed in our June conference call, appropriations action in this
session is expected to result in a continuing resolution into calendar year
2009.
